For work proposed in the public right of way a permit must be be obtained prior to start of any activity. Permits below assures that the work performed in the public right of way is done per City standards and in a  safe manner. Holiday Moratorium 2023-24 

Each year, during the holiday season, the Department of Public Works limits construction work that adversely impacts areas in the downtown area and other major shopping locations. This period begins November 22, 2023 through January 2, 2024. Please see the following links to the moratorium memo and map.
